The citizens of Aransas County, Texas, first elected Mark Gilliam as Sheriff in November of 2000. He was sworn is as Sheriff of Aransas County on January 1, 2001. Prior to being elected Sheriff, he served with the City of Portland Police Department and the City of Rockport Police Department for over nineteen years.  At Rockport P.D. he served as a Patrol Officer, a Shift Supervisor, and as a Detective assigned to Criminal Investigations and Community Services.

Sheriff Gilliam is a 1992 graduate of the Bill Blackwood Law Enforcement Management Institute (LEMI), and Leadership Aransas County Class II.  Sheriff Gilliam is also a graduate of the 212th session of the F.B.I. National Academy in Quantico, VA.  He holds a Master Peace Officer's certification, a Law Enforcement Instructor's certification and he is a state certified Forensic Hypnotist.  He has accumulated over 3000 hours of state approved law enforcement continuing education training through the Texas Commission on Law Enforcement Standards and Education.

While serving with the Rockport Police Department, Mark Gilliam was selected as "Officer of the Year" in 1988 and again in 1997.  He also received commendations from the 36th Judicial District Attorney's Office and Child Protective Services for his investigative efforts.  In 2001 as Aransas County Sheriff, Mark Gilliam was selected as the "Outstanding Law Enforcement Officer of the Year" by the Corpus Christi Chapter of the American Society for Industrial Security.  In December 2002 Sheriff Gilliam was selected by the Texas Alcoholic Beverage Commission (T.A.B.C.) to receive their "Bert Ford Commendation", an award given annually by the T.A.B.C. to one Texas Sheriff who has worked to curb underage drinking and worked closely and cooperatively with their agency in their alcohol enforcement efforts.  Gilliam served on the Board of Directors of the Rockport-Fulton Area Chamber of Commerce from 1997-2002 and credits his involvement with the community for keeping close ties between law enforcement and other community leaders.

In July of 2004, Governor Rick Perry appointed Sheriff Gilliam to serve as a commissioner on the Texas Commission on Jail Standards.  Sheriff Gilliam was re-elected to a second term in office as Aransas County Sheriff in 2004 and was sworn in for his second term on January 1st, 2005.

Sheriff Gilliam is a member of the Sheriff's Association of Texas and the National Sheriff's Association.  Sheriff Gilliam was selected to serve on the board of directors for the Sheriff's Association of Texas from 2006-2007.

Sheriff Gilliam is married to Vicki Hart Marshall-Gilliam and together they have five children, ages 14-26 .  Sheriff Gilliam's hobbies include playing the tenor saxophone, singing gospel music and riding his Harley-Davidson Electra Glide.

Sheriff:
Long respected as the county's top lawman, the sheriff has a range of duties that include criminal
investigations, traffic enforcement, operation of the jail and other responsibilities.

Duties of the sheriff include:

Providing security for the operation of county and district courts;
Enforcing traffic laws, other county ordinances and other state laws throughout the county;
Service of civil process;
Accepting bail for prisoners in his custody;
Conducting sales of seized and unclaimed properties; and
Taking charge of and responsibility for the county jail and prisoners.
